If it ever got to the point where everyone no-followed every link, it would be the same as every website on the internet linking to every website on the internet - which would be the death of pagerank. This is the vulnerability in the pagerank algo - thus Google is prompted to look for other ways to evaluate nodes in the index….i.e. toolbar data, click-thru data in serps, human-edited directories, etc

According to people who wrote CLEVER, many authority sites don’t link out at all. For example, IBM doesn’t like to link to Apple (direct competition). IBM also don’t want to link “downwards” because they’re also indirect competition. So the CLEVER folks thought up authority and hubs, where good authorities are defined by links from good hubs and vice versa.
